Change in Residential Property Sale Inspection Requirements
Please be advised that, effective January 1, 2026, Hopewell Township, Cumberland County will no longer require local Certificate of Occupancy (CO) or Smoke Certification inspections in connection with the sale of residential properties.
Notwithstanding the above, compliance inspections for smoke detectors, carbon monoxide (CO) detectors, and 911 house numbering remain mandatory and must be completed satisfactorily prior to the closing of title.
Effective January 1, 2026, these required inspections will be administered by the City of Bridgeton Fire Department Fire Marshall’s Office. All inspections must be scheduled and successfully completed no less than 10 days prior to the anticipated closing date.

Vacant Properties
Owners of all vacant properties must complete a Vacant Property Registration Form. In addition, all foreclosed properties are subject to Ordinance 2024-13: Amending the Code of Ordinances Pertaining to Vacant/Abandoned Property Registration.
Landlord Registration
As per the New Jersey Landlord Registration Act, New Jersey Landlord Identity Law N.J.S.A. 46:8-27 thru 37, landlords who rent (non-owner occupied) houses, apartments or buildings are required to register certain information with the Housing Office of the Municipality where the building is located. This applies to ALL rental properties. If your building(s) contains three (3) units or more, the landlord must also register with the New Jersey Department of Community Affairs. Refer to Ordinance 15-10 for the registration and inspection requirement of Hopewell Township.

Fair Share Housing Resolution
The Township of Hopewell adopted the resolution below. That resolution will be attached to a declaratory relief lawsuit that is filed on January 24, 2025
